Born March 15, 1772, at Montville, New London County, Connecticut, of Perrin ROSS and Marcy (OTIS) ROSS. Jesse had four brothers: Daniel, John, Joseph, and Perrin, Jr.; and a sister, Elizabeth.

On January 2, 1795, Jesse married Elizabeth HANCOCK, who was the sister of Jesse's brother (Daniel's) wife Jane HANCOCK, and the daughter of Isaac HANCOCK. She died on her husband's fifty-first birthday, March 15, 1823.

Jesse and Elizabeth (called Betsy) lived on the Wyalusing River, where he operated a mill about 1815. He passed the mill along to his sons Isaac and Perrin. They must have lived farther down the river than Jesse's brother Daniel, because one report indicates that Jesse did not live in Susquehanna County. So, he probably lived a short distance below Rushville in Bradford County.

Jesse and Elizabeth had eight children: sons Isaac, Perrin, Orin, Nelson, and George W.; and daughters Betsy, Eleanor, and Irene. (One source reports an additional five children: John, Nancy, William, Otis, and Stephen; and it is entirely likely that this report is correct).

Jesse died "at Wyalusing" October 1, 1843. He is buried in the Stevensville, Pennsylvania cemetery. His tombstone is reportedly still legible.
