Born October 21, 1804, in Susquehanna County, Pennsylvania, of Joseph ROSS and Pollyanna (CAMP) ROSS. He was one of ten children.
On July 10, 1824, Otis married Betsey E. WILLIAMS. The couple occupied Otis' father's homestead in Rush township near Middletown Center, and were taxed there in 1838 and 1847. Otis cleared an additional fifty-plus acres of nearby land in 1829 which he apparently sold, since it was known as the Samuel F. WILLIAM place in 1887.
The town of Middletown Center was located at the place where Otis' father had established his mill. Otis was the first to operate a retail store in the town, operating out of his house in 1874 for the 'Patrons of Husbandry'. He was also one of the three who were vested with ownership of the township's first cemetery. This cemetery became the burying place for his family and brothers and sisters.
He and Betsy had at least two sons, Joseph and Perrin S.
Otis died February 27, 1868, probably in Susquehanna County.
