Born around 1793, probably in Bradford (but possibly in Susquehanna) County, Pennsylvania, of Jesse ROSS and Elizabeth (HANCOCK) ROSS. He was one of at least 13 children.
For a short time, Isaac operated his father's mill on the Wyalusing River. Then, in 1818, he was a cloth-dresser near Montrose, Pennsylvania.
